24 pasukan yang layak akan di bahagikan kepada enam kumpulan dengan empat pasukan yang akan bermain ketika hari Rasmi FIFA dari 28 Mac 2017 - 27 Mac 2018.
Johan dan Naib Johan Kumpulan setiap kumpulan - sejumlah 12 pasukan akan layak ke kejuaraan akhir AFC Asian Cup UAE 2019. Mereka akan disertai oleh 12 pasukan lain yang telah layakke Kejohanan Akhir (Australia, China PR, Iraq, I.R. Iran, Japan, Korea Republic, Qatar, Saudi Arabia, Syria, Thailand, Uzbekistan dan tuanrumah United Arab Emirates
Kuwait masih di gantung oleh FIFA serta Guam yang mengumumkan penarikan diri di ganti oleh johan AFC Solidarity Cup Malaysia 2016 Nepal dan naib johan Macau.
